Mike Ross has been President of the Franklin County Area Development Corporation (Chambersburg, PA) since its start-up in 1986. The Corporation is responsible for initiating, implementing, and promoting a comprehensive economic development strategy. The strategy is centered on the retention/expansion of existing companies, the selective attraction of new industries, and the start-up of new businesses. Under Mike’s direction, the FCADC has facilitated more than 1,000 projects throughout the County. The projects have resulted in more than $3.4 Billion of new investments. Most importantly, the projects have created and/or preserved nearly 62,000 employment positions. Prior to the FCADC, Mike spent more than eight years with the Pennsylvania Department of Commerce, where he held several positions. The experience provided him with a diversified background in many facets of economic development. Mike has a BA degree in Political Science from Slippery Rock University and is a graduate of the Economic Development Institute, Oklahoma University. He is married to Donna and has three grown daughters, two sons-in law, and three grandchildren.

A longtime resident of Franklin County, Judy joined the FCADC in 1986. During the course of her career she has completed several courses in economic development and accounting, through Penn State University and the Northeastern Economic Developers Association. As operations manager, Judy is primarily responsible for the day-to-day administration of the FCADC, including accounting and HR. In addition to her duties as operations manager, Judy also assists with the administration of the low interest financing packages offered by the FCADC.

Rhonda Wojciechowski has lived in Franklin County since 1995. Originally from Solomon’s Island, Maryland, Rhonda moved to Pennsylvania with her husband. After graduation, he attended Penn State University where he received an Associates of Arts degree in Liberal Arts in 1997. In 1999, David graduated from Shippensburg University with a Bachelor of Arts Degree in Communications with a professional emphasis in Public Relations. In August 2007, he completed his master’s degree in Public Administration. David is current a member of the Franklin County Planning Commission and County Metropolitan Planning Organization. His hobbies include; photography, woodworking, golf, hunting, and military history. David is married to the former Angela L. Tosten of Waynesboro, deputy chief of the Franklin County Juvenile Probation Department.
