BBCD Enterprises, LLC Secures $762,500 PIDA Loan for Pro Tube, Inc. Acquisition

Waynesboro, PA – February 5, 2025 – The Pennsylvania Industrial Development Authority (PIDA) has approved a $762,500 low-interest loan to BBCD Enterprises, LLC for the acquisition of real estate and business assets of Pro Tube, Inc. The Franklin County Area Development Corporation (FCADC), the Commonwealth’s Certified Economic Development Organization for Franklin County, worked closely with BBCD and Pro Tube to facilitate the loan application and approval.

BBCD Enterprises, LLC is a real estate holding company jointly owned by Jim and Susan McCleaf, who also own Hopewell Manufacturing and Biltwood Powder Coating, both located on North Franklin Street in Waynesboro. The purchase includes an 18,200-square-foot industrial building situated on 5.91 acres within the Wharf Road Industrial Park, also in Waynesboro. This project represents a total capital investment of $1.525 million and, most importantly, will support the retention of 11 highly skilled Pro Tube employees.

Pro Tube, Inc. is a long-established hydraulic tubing manufacturer, supplying some of the region’s most widely recognized original equipment manufacturers. Originally based in Greencastle, the company expanded operations to the Wharf Road Industrial Park in 2007.

“The retention and expansion of manufacturing employment in Franklin County remains a top priority for FCADC,” said Mike Ross, President of FCADC. “This project demonstrates our continued commitment to supporting local businesses, ensuring stability for skilled workers, and fostering long-term economic growth.

By working collaboratively with BBCD Enterprises and Pro Tube, we are safeguarding valuable jobs and strengthening the region’s industrial base.”

The FCADC, a 501(c)(6) private non-profit corporation, is dedicated to fostering economic development in Franklin County. Its mission is to implement strategies that promote planned growth, economic diversification, and family-sustaining employment opportunities. A key focus of FCADC is the retention and expansion of existing local businesses, ensuring continued economic strength in the region.
