Pennsylvania COVID-19 Working Capital Access Program 

We are happy to announce that program guidelines for CWCA, a program supplying working capital to businesses negatively impacted by the COVID-19 pandemic, were approved by the PIDA (PA Industrial Development Authority) Board on March 23, 2020.   Applications are being first come-first serve basis.  Demand will outpace available funds.  This is a competitive LOAN PROGRAM, not a grant.  Approval of applications are made at the state level, applicants may be declined.  The FCADC is not involved in the application approval process.

Access point for this program: FCADC is the Certified Economic Development Organization (CEDO) for Franklin County and is your only portal to apply for this funding stream in Franklin County.  Please be advised that the FCADC staff is working remotely,  consequently there will likely be some logistical challenges associated with the loan packaging but we will be doing the absolute best that we can. 

Eligible Businesses: Any for-profit businesses located in PA and with 100 or fewer employees worldwide may qualify for working capital loans.  Your application must be processed through the CEDO designated for the county where your business is physically located.

Loan Amount: The lesser of 3 months of working capital not to exceed a loan amount of $100,000

Interest Rate: 0% for all business types except Agriculture Producers (2.00%)

Amortization: 12 years

Term: 3 years

Repayment: No payment in first 12 months, amortized payments monthly for the following 24 months. Please note, there is one balloon payment for the remaining balance of the loan in the 37th month

Collateral: Highest available blanket lien on all current business assets and any acquired in the future

Guarantors: All owners (individual or other business entities) owning 20% or more of applicant business must provide a personal guarantee on the loan.

Some credit criteria for approval (as evaluated by PIDA) may include:

  • Current on ALL taxes (failure to be current on ALL TAXES is a disqualification for funding)
  • At least break-even performance in the prior year
  • Acceptable personal credit history of the guarantors
  • Historical cash flow adequate to pay obligations
